NOTICE OF REFERENDUM

Northland Pines School District February 15, 2022

Referendum Election Details

At an election to be held in the Northland Pines School District on February 15, 2022, the following proposed Resolution of the School District Board of Education will be submitted to a vote of the people.

 

RESOLUTION AUTHORIZING THE SCHOOL DISTRICT BUDGET TO EXCEED THE REVENUE LIMIT

FOR NONRECURRING PURPOSES

AND PROVIDING FOR A REFERENDUM ELECTION

 

 

WHEREAS, the School Board of the Northland Pines School District, Vilas and Oneida Counties, Wisconsin, (the “District”), hereby adopts a resolution entitled: “Resolution Authorizing The School District Budget To Exceed The Revenue Limit For Nonrecurring Purposes And Providing For A Referendum Election” (“Revenue Limit Resolution”) in order to authorize the District budget to exceed the revenue limit by $4,600,000.00 in each of three (3) consecutive years, including the 2022-23, 2023-24, and 2024-25 school years, (the “Revenue Limit Resolution”); and

 

WHEREAS, in order to maintain School District programs and operations, the School Board deems it to be desirable and in the best interest of the District to direct the District Clerk to submit the Revenue Limit Resolution to the electors for approval or rejection at the regularly scheduled primary election to be held on February 15, 2022; and

 

WHEREAS, this Revenue Limit Resolution must be approved by the electors for the District to be authorized to include the additional revenue in the School District budget for the 2022-23, 2023-24, and 2024-25 school years.

 

NOW, THEREFORE, BE IT RESOLVED by the School Board of the Northland Pines School District as follows:

 

1.             Board Resolution. The School Board for the Northland Pines School District supports including $4,600,000.00 in excess of the revenue limit set forth in Section 121.91, Wis. Stats., on a non-recurring basis, in the final School District budget for each of the 2022-23, 2023-24, and 2024-25 school years, such excess to be used to maintain School District programs and operations.

 

2.            Referendum Election Date. The District Clerk is hereby directed to call a referendum election to be held in the District at the regularly scheduled primary election to be held on February 15, 2022, for the purpose of submitting to the qualified electors of the District the proposition of whether this Revenue Limit


Resolution shall be approved or rejected. Further the School District Clerk shall prepare the requisite notices and provide election officials with all necessary election supplies, including ballots, if and to the extent required by Section 121.91(3)(c), Wis. Stats.

 

3.            DPI Notice. Pursuant to the provisions of Section 121.91(3)(a), Wis. Stats., the District Clerk shall notify the Department of Public Instruction of the date of the referendum election, shall provide the Department with a copy of this Revenue Limit Resolution within ten (10) days after its adoption, and shall certify the results of the referendum to the Department within ten (10) days following the election.

 

4.            Filing of Resolution. The District Clerk is directed to file the Revenue Limit Resolution, ballots, and any other necessary election supplies with the official or agency responsible for preparing the ballots for the election no later than seventy

(70) days prior to the primary election on February 15, 2022, as required by Section 121.91(3)(a) and (c), and 8.37, Wis. Stats.

REFERENDUM TO EXCEED STATE REVENUE LIMITS ON A NON-RECURRING BASIS

NORTHLAND PINES SCHOOL DISTRICT

 

Shall the Northland Pines School District be authorized to exceed state revenue limits by $4,600,000 each year for a period of three years on a non­ recurring basis for each of the 2022-23, 2023-24, and 2024-25 school years, in order to maintain School District programs and operations?

YES                NO

EXPLANATION

The referendum election ballot will ask District electors to vote “yes” or “no” on the referendum election question set forth above.


A “yes” vote on the referendum question would grant the Northland Pines School District authority to exceed the state’s revenue limit by $4,600,000 and include the revenue in the District’s annual budget for each of the 2022-23, 2023-24, and 2024-25 school years. The District would be authorized to use such revenue to maintain District programs and operations.

 

A “no” vote on the referendum would deny the Northland Pines School District authority to exceed the state’s revenue limit by $4,600,000 and prevent the District from including the revenue in its annual budget to maintain District programs and operations.

 

In the event a majority of the electors voting on the referendum question vote “yes”, the Northland Pines School District will be authorized to exceed the state’s revenue limit by

$4,600,000 in the 2022-23, 2023-24, and 2024-25 school years; if a majority vote “no” on the referendum question, the Northland Pines School District will not be so authorized.
